KCI provided the City of Milford with automated pavement condition assessment and ground penetrating radar (GPR) data collection and processing services for approximately 50 miles of roadways.
The City of Milford Public Works contracted our team to establish a pavement management system (PMS). The goal was to keep track of past pavement conditions, create a five-year plan for capital improvements fairly and objectively, and prepare the department for the future by implementing strategic planning and documentation.
KCI conducted the pavement assessment based on the ASTM D6433 Pavement Condition Index (PCI) Survey methodology by collecting georeferenced images of the entire City’s roadway network using the integrated testing vehicle equipped with the Laser Crack Measurement System and GPR technology. GPR data of all the pavement sections were collected simultaneously. Through automated processing of the collected images and data, KCI determined each street’s PCI and layer thickness values.
Our team established proper rehabilitation and preventative maintenance strategies and recommended annual budgets, assuming different conditions/budget scenarios, and provided estimated costs for the recommended improvements in a five-year forward capital plan. The final report also included a condition analysis, different levels of investment, and recommendations on pavement preservation.
