KCI is pleased to welcome John O’Neill to the firm as a service line leader for Construction Management North.
In this new role, O’Neill takes on a key leadership position at KCI, overseeing the Construction Management (CM) organization. His responsibilities encompass strategic planning oversight, rigorous adherence to budgetary constraints and project timelines, adept negotiation of contracts, and the cultivation of expansive growth opportunities for CM services across northern regions and beyond.
With over 27 years of experience, O’Neill has served in numerous roles, including director of traffic management and support services, chief operating officer and acting executive director of the Maryland Transportation Authority. In his most recent position as vice president and roadways business line leader for Gannett Fleming, O’Neill was responsible for overseeing all Delaware, Maryland, DC, and Virginia roadway services, including highway, traffic, bridge, and water resources. With experience working in both the public and private sectors, he is well-versed in providing support to major transportation initiatives and operations, including tolling and mobility groups nationwide.

O’Neill earned his bachelor’s degree in Interdisciplinary Studies from Stevenson University. Additionally, he is an active member of the Maryland Association of Engineers (MAE), Washington Transportation Fraternity “The Road Gang,” and the International Bridge, Tunnel and Turnpike Association (IBTTA), serving as a member of the Emerging Technologies Committee.
