To meet its national pollutant discharge elimination system permit reporting requirements, Howard County, Maryland, engaged KCI to conduct more than 2,000 stormwater best management practice (BMP) inspections across the county.
KCI began by reviewing Howard County’s standard operating procedures (SOPs) and collaborating with inspection staff to ensure proper protocols were followed. Our team developed internal SOPs for pre-field, field, and post-field activities, and provided detailed instructions for entering BMP inspection data into the county’s CRM database.
Various inspection methods were used, including observation, measurement, CCTV, and a pole-mounted high-resolution camera. Innovatively, KCI partnered with the Communications Infrastructure team for confined space equipment and personnel, reducing costs and increasing inspection efficiency. Inspection cycles were strictly adhered to, ensuring all BMPs were inspected within their designated month, with all inspections and submissions consistently meeting schedule requirements throughout the contract. At the end of the contract, a procurement process was initiated for a replacement contract, which was subsequently awarded to KCI.
