To develop a cutting-edge approach to disaster planning, mitigation, and infrastructure funding, KCI partnered with MetroConnects and ReWa to create a comprehensive Hazard Mitigation Plan (HMP) for their service areas.
This HMP aimed to assist both wastewater districts in meeting program compliance requirements, rapidly responding to state and federal funding opportunities for disaster-related projects, guiding local planning and land use processes, communicating priorities to officials, fostering partnerships, and educating the public about wastewater hazards and risks. Throughout the HMP’s development, KCI closely coordinated with clients and stakeholders, conducted numerous workshops, and adhered to new FEMA guidelines and standards. Meeting project timelines was crucial for eligibility in the 2024 cycle of funding applications.
This unique project became the first nationally FEMA-approved multi-jurisdictional wastewater HMP, potentially unlocking millions of dollars in funding to enhance infrastructure resilience against natural hazards. The HMP will be regularly updated to continuously identify and prioritize projects that mitigate risks to wastewater infrastructure within the ReWa/MetroConnects service areas.
